Abstract: | Book aims to provide legal basis for resource management in Barents Sea, which is rich in fish and possibly in oil and gas. Important question is whether Svalbard Treaty applies, and if so, where. Introduction defines sea, describes its oceanography, geography, history of exploration, ice conditions, populations living or working around it, hunting of sea mammals, results of over-fishing and hunting, naval and strategic significance, special role of Norway, transport (also by air), tourism and research. Discusses status of Mining Code with respect to various types of zone and Russo-Norwegian ad hoc "Grey Zone Agreement". Gives details of catches, mentions flaws in official statistics and failures in enforcement, with look at possibility of controlling pollution, more likely in case of Norway. |
