Abstract: Border treaty of 1826 came to be seen by Russians as threat of gradual dominance by Norway, as Russia's expansion was eastwards, where conditions were familiar. Norwegian side of border was developing fast, helped by ice- free sea links with existing settlements, and fishing spread eastwards during 1860's, to which Russian reply was an unconvincing gunboat. Whaling was threat to fisheries, since whales drove fish into catching areas. In eastern Arctic, Norwegians dominated in 1870's and set up huts even on Novaya Zemlya. Finally in 1920 main boundary problem was with independent Finland.
