Abstract: Demonstrates "public good" and "common property resource" characteristics of Antarctic with emphasis upon contributions of present arrangements to political stability as well as scientific and environmental importance of Antarctica. Tests case presented in respect to alternative economic uses, especially mineral development, and considers impact of Protocol on Environmental Protection to the Antarctic Treaty upon a possible world park.
