Abstract: Entry 8E189. Review of paper from Sotsial'no-ekonomicheskiye problemy razvitiya narodnogo khozyaystva Severa v usloviyakh perekhoda k rynochnoy ekonomike: Tez. dokl. Vses. konf., Murmansk, 12-14 marta, 1991, suggesting Soviet North is overpopulated taking into account extreme conditions and problems of adapting to them. Proposes that there should not be large permanent cities in extreme regions, but well-constructed settlements temporarily populated by workers without members of their families. Population of Noril'sk should be given opportunity to leave.
