Abstract: Argues that Soviet Union must reduce its emission of climate gases as it is largest emitter in world. Examines reasons for high levels and also why Soviet Union has done little to reduce them. Discusses official Soviet policy on environment and reviews current Soviet research on climate changes. Concludes that any major reduction depends on economic reforms rather than transfer of western technology and expertise.
