Localisation brought some new manufacture like Saab-Scania. Communications were poor - iron transports were barred from Luleå for five months by ice. In 1970s and 1980s big increases and modernisation in steel smelting were carried out, with heavy commitment from county, but then "80 project" was, disappointingly, stopped. Lassinantti pushed for Luleå technical college. Possibilities for Norrbotten were similar to those of Sweden in previous century - modernisation and new industries under newly skilled workforce. Year's rhythm is different in North, but one can adapt.
