Abstract: Describes fund from bird's angle, avoiding cheap jokes about follies or blatant successes. It started in 1950s, before regional politics, and was based on fact that ore was finite. Inter-county jealousy and shift towards becoming type of bank led eventually back to original position - to compensate for closing mines. Great rivalry to locate technical college ended with Luleå winning Lassinantti's favour and contest, with mining school moved from Stockholm, and under Chalmers's aegis. County divisions were intended to serve Crown in intermediate matters and to pass on local requests to remit tax. In 1960s industrial expansion bypassed Norrbotten. Governors then acquired technical competence to plan and organise at county level. Sweden's was already market economy, and central control was futile. With EU looming, further changes in county role and that of gvernor are forseen.
