Delegates criticized trade union and Ministry of Fisheries for inadequate attention to employees' social welfare, with particular reference to 12-hour day, low mechanization of labour, condition of ageing fleets, and pay. Speeches reproduced include those of Kamchatka, Vladivostok, Murmansk and Arkhangel'sk delegates.
