Abstract: | In mid-1980s. Government-sponsored study aims to identify the most problematic municipalities (grouped according to their structural features) in terms of employment, income, housing, education, health, and security against criminal offences. Unemployment is examined as dual problem: absolute and relative. On relative scale, most severe problems occur in eastern and northern Finland. |
