Abstract: First real border-setting in North was in 1751. Further important stages were in 1809 and 1826. Following these many Saami paid tax to two states, some to all three. Conversely, on Norwegian side of "keel" five kinds of people lived - Norwegians, sea Saami, Norwegian and Swedish mountain Saami and Kvens. Article discusses what affected mounatain Saami's choice of nationality - very largely Church, Courts and tax.
