Abstract: | Paper presents classic dilemma of a one-industry economy based on unskilled labour, with added problems of high seasonality of fish-processing work, compounded by marginality of the "crop". In bad seasons fish are not there in useful numbers, and ice conditions can seriously hamper catching. Other problems are high labour costs (yet also high cost of living) for unskilled work. Author offers computer program that enables fish workers to play with variable factors of production and observe result of decisions, so giving a greater insight into production and conflicting demands of management, unions and markets. Concluding remarks are less confident about benefits of the program. |
