| Abstract: | Government resolution 1399 of 1988 established 5 gigantic oil-gas-chemical complexes in Tyumen' North. Article condemns pollution and cost of project, and questions its legality. Discusses participation of Western firms, doubting their motives and business methods. Refers to COCOM import restrictions. With reference to Bhopal disaster, condemns participation of Union Carbide in construction of Nizhnevartovsk complex. Also makes makes comparisons with unfavourable outcome of previous Soviet megaprojects. Condemns secrecy surrounding resolution 1399, result of West's "ecological colonialism" and of departmental interests within Soviet bureaucracy. |
