Abstract: Due to perestroyka, many naval shipyards are being converted for use by merchant fleet. Outlines ways of improving shipbuilding, especially design, equipment and technical aspects. Discusses problems of lack of Soviet expertise in electronics, marine power equipment and other areas. Gives details of programme set up by USSR Shipbuilding Ministry for manufacturing and updating marine equipment, including plans to build two nuclear-powered icebreakers in 1990-95 and new series of helicopter-discharged supply ships for Arctic.
